In an article that appeared in the, IUSA member Fort Wayne Community Schools’ CFO, Kathy Friend explained how not including ELL student populations in the formula to determine complexity index funding (used by the state to determine which schools require more resources) leave districts with substantial shortfalls in revenues for addressing the needs of this student population.
